About
Core Documents, Inc.
Since 1997 Core Documents has been the primary
source in the US for affordable IRS and DOL compliant
Section 125 plan documents that allow employers
and their employees to pretax, or avoid paying
income tax on group health insurance premiums,
healthcare expenses not covered by insurance,
dependent and adult daycare, as well as parking
and commuter expenses. The Internal Revenue Service
under Section 125 of the Code maintains that employers
must establish a written plan document before
these tax deductions are taken. The Department
of Labor requires employers to establish a Summary
Plan Description or SPD in easy to understand
language that should be distributed to every employee
participating in the plan. Core Documents provides
employers with everything they need to be fully
compliant with these requirements. Core's Section
125 plan documents are custom prepared for each
client. These are not "fill-in the blank"
or "check-box" templates.
New
HSA and HRA Plan Opportunities
With the addition of HSA and Section
125 plans and Section 105 HRA plans, employers
have more options to reduce health insurance premiums
and taxes through the use of high deductible health
plans (HDHP). Some of the premium savings can
be used to cushion the effect of these new high
deductibles to employees through either employee
funded (HSA) or employer funded (HRA) spending
accounts.

IRS Releases
New Proposed Section 125 Cafeteria Plan Regulations
- Section 1.125
On August 6, 2007,
the IRS withdrew all prior Section 125 Notices
dated May 7, 1984, December 31, 1984, March 7,
1989, November 1997 and March 23, 2000 and replaced
them with a new set of regulations providing comprehensive
guidance on Code Section 125. Included are new
definitions of qualified and nonqualified benefits;
general rules on election, flexible spending accounts
and substantiation of expenses; and non-discrimination
rules. The new regulations are proposed to be
effective January 1, 2009. We are currently analyzing
these changes and will be notifying Core clients
soon regarding required amendments to their Plan
Documents.

Section 125
Solution for Massachusetts Health Connector July
1st Regulations
Employers all over
the Massachusetts are scambling to comply with
the July 1, 2007 regulations established by the
Mass Health Care Reform Law that require all Massachusetts
employers with eleven or more employees to adopt
a Section 125 Premium Only Plan. Core Documents
has developed a custom Section 125 Premium Only
Plan to meet the special eligibility requirements
established by the Massachusetts Commonwealth
Connector (the Health Connector).

Section 125
Cafeteria Plan IRS Audit Disaster Await Many Small
Employers
Employers all over the country
are in precarious positions regarding a possible
IRS audit that would routinely include a review
of their required Section 125 plan documents.
Many employers allow their employees to take the
insurance premium and medical expense deductions
without the knowledge that the IRS and the DOL
require a formal plan document and a Summary Plan
Description. The end result will be disallowing
all prior deductions, assessment of all unpaid
back taxes for the employer and employee, plus
interest and penalties. Are you one of these employers?

Why
Every Employer Needs To Establish a Full Section
125 Cafeteria Plan
Employers struggling with health
insurance premiums that double in cost every four
years are flocking to Section 125 Cafeteria Plans
to help reduce benefit costs. In most cases employer
savings can be as high as 20 percent of every
dollar being passed through the plan, and employee
savings can average 30% or more depending on their
tax bracket.

HSA
or HRA? Why Employers Consider HSA Plans and actually
Buy HRA Plans
The current Administration has
vigorously promoted Health Savings Accounts, or
HSAs, as the solution to the nations healthcare
dilemma. However, employers by the thousands are
discovering that Health Reimbursement Arrangements,
or HRA Plans, are a better solution. Why? The
Health Savings Account system cost the company
more money than an HRA. It's a no-brainer, simple
economics. However the HRA has been kept from
the spotlight by this administration. Discover
why..

True one person
S corporations who buy health insurance in their

deduction subject to the 7.5% AGI limitation.
Most S corporation owners affected by IRS Headliner

all of their helath insurance premium. Core
